Proposals & Incentive Programs

Grants and loans are tools of public policy based on values of social welfare implemented to repair market and government failures. Many governments and NGOs see the value in providing incentive programs for farmers to adopt innovative irrigation systems. This is a special relationship that may be directed at multiple levels, from the national scale to the individual grower. Typically, grants and loans are developed on a formulaic or project basis. I have special experience with incentive programs and can help devise such programs in the LDCs. Farmers are risk averse and often require an incentive to adopt and sustain innovations. Many times, these programs are difficult to administer, are poorly written, challenging to verify, and harder still to evaluate.

We have vast experience in writing such incentive programs and have creative ideas as to how best implement, administer, verify and evaluate results.
